A five-story hotel, newly-built, with no elevator

If the title doesn't scare you off, the rest should. Lights in the hotel only come on when you walk past sensors, which means that you get off elevators into pitch-black corridors. The wifi works on the first floor, but wanes as you get further away. But what was truly confounding was that anyone would build a 5 story hotel and not put in an elevator.
